Welcome Committee

  • LCPOA Treasurer alerts the Welcome Committee of new neighbors moving in (LCPOA members should alert Scott Crowley if they know of new neighbors coming in).
  • Welcome Committee visits new residents which may take multiple attempts.
  • Provides new homeowners with LCPOA Directory, informs them of Lake Charnwood private Facebook page, and LCPOA quarterly general meetings.  Also gives info about the Lake and any current/recent projects.
  • Provides new homeowners with rules that no RVs, campers, boats or trailers are allowed on property.
  • Follow-up to first visit with an email to new residents with information that includes LCPOA board members, By-Laws, deed restrictions, and a reminder about annual dues amount and due date of May 1st.  Info will also include Architectural Control Committe (ACC) and Lake rules.

Beaufication Committee

  • Volunteers are encouraged!  Chairperson will contact residents by email and/or Lake Charnwood Facebook page to formally start committee and work with volunteers.
  • Committee to be responsible for entry at Killarney and South Blvd; planting and maintaining flower in front of Lake Charnwood sign, weed up-keep, and holiday decorations and lights near sign at entry.
  • Committee will look into neighborhood events like back-to-school, Halloween, yard sales, and other LCPOA events.
  • Committee to submit proposed annual budget to be set by board.

Fences

The Architectural Control Committee's (ACC) goal is to maintain and preserve the look and feel of the LCPOA subdivision by balancing and blending any new structure with the surrounding environment on each property.

  • Reach out to neighbors before beginning the process to share your vision and address any possible concerns.  If there is an issue that cannot be resolved, contact the ACC.
  • Contact ACC to arrange a site visit (Contact)
  • Homeowner must recieve a permit from the City of Troy before any fence is built.  LCPOA restricts fencing beyond what the City permits.
  • Per deed restrictions, no tight board fences (privacy fencing) are allowed.
  • Maximum height on fencing is 4 ft.
  • Fencing should blend with the surrounding environment.
  • Decorative metal fencing in black or brown or dark green fencing is preferred.  Chain link with the above colors is acceptable.
  • Mature shrubs (minimum of 3' tall) are required around the perimeter of any fence and must be planted 4' - 6' apart.
  • Allow 2 weeks for the review and approval process.  The ACC will follow up to confirm completion of project as agreed.

Lake Rules

  • Lake Charnwood is private.  Use of Lake is only for residents and their guests.
  • Shut gate when leaving (gate is unlocked).
  • Children under 16 must be accompanied by an adult.
  • Kayak rack is for approved items only by application to LCPOA/Lake Committee
  • Fishing - Lake is catch and release only.
  • Safety Rules are posted near the beach.
  • Lake Charnwood is treated 4-5x per summer to keep Milfoil down.
  • Swimming for children under 16 is allowed only if an adult is on-site.
  • Spring clean-up is done by residents/volunteers.
  • Lake area is profressionally mowed and maintained May through October.

LCPOA Membership, Board, Dues/Financial Info

  • Lake Charnwood Property Owners Associaion (LCPOA) is managed by an all-volunteer Board of Directors.  By-Laws and Deed Restrictions can be found under DOCUMENTS on lakecharnwood.com
  • LCPOA is supported by annual dues paid by all 131 homeowners in the subdivision.
  • Dues are set in February of the current year and collected MAY 1st each year.
  • Dues $200 off-lake lots, $250 on-lake lots.
  • Large projects have been funded by additional assessments in the past and could be funded similarly in the future once approved by the LCPOA Board.
  • Dues can be paid by check or VENMO to the LCPOA treasurer.  Bills are sent out in March and must be paid by May 1st.  A late fee of $25/per quarter will be charged.

Property Maintenance

  • No trash allowed in yards.  This includes tree limbs/branches, pallets, cars and unused toys.  (City of Troy ordinance)
  • Rake and bag leaves for curbside City pickup; don't leave piles of leaves and branches near property lines.
  • No construction materials and equipment are allowed on property if not in use. (City of Troy ordinance)
  • No live chickens and coops are allowed.
  • Homeowner is responsible for keeping all areas mowed and maintained, including from sidewalk to the road.  Snow of 2 or more inches must be removed from sidewalks within 24 hours by homeowner. (City of Troy ordinance)
  • All buildings, fences, pools, and other structures must be maintained structurally sound and in good repair. (City of Troy ordinance)
  • Equipment and large items should be enclosed or kept near your home and not visible to neighbors.  Be conscious of what your neighbors can see on your property from their perspectives.  You may not see something stored behind a shed but a neighbor can see it - if you don't want to see it, why should your neighbors.

Room Additions

  • City of Troy requires that the homeowners apply for and receive all appropriate permits.
  • The ACC looks for matching architecture.
  • LCPOA requests that the exteriors of additions match brick or siding to existing home.
  • Allow appropriate time for this approval process.  The ACC will follow up to confirm completion of project as agreed.
  • Additions require advance notification to the LCPOA/ACC of construction plans, followed by providing LCPOA/ACC with a detailed overview of the additon plans.

RVs / Campers / Trailers / Boats / Commercial Vehicles

  • No RVs, campers, boats or trailers allowed. (Deed Restriction)
  • In a one family-zoned area, one commercial vehicle is allowed on private property if it is a pickup truck or a passenger/cargo style van.  Other types of commercial vehicles, truck, trailers and equipment are not allowed. (City of Troy ordinance)

Sheds

  • We require that the homeowner receive a permit from the City of Troy before any shed is built.  LCPOA restricts sheds beyond what the City permits.  Sheds must be 6' off all property lines. (City of Troy ordinance)
  • Sheds can be no larger than 10' x 10' and no taller than 10'.
  • Sheds should be an earth-tone color or match the house.
  • Shrubs are needed on the perimeter of shed(s).
  • Allow 2 weeks for the review and approval process.  The ACC will follow up to confirm completion of project as agreed.
